You have to follow a registration process, before you can use Cockpit for the first time:

Registration of your company at Covisint (Hosting platform of DC supplier portal)
Definition of a local Covisint administrator in your company (security administrator)
The security administrator has to request the Application Cockpit after that
Finally the security administrator can enable the access for your local Cockpit users
